According to the show's executive producer Aaron Helbing, Gypsy becomes useful when it comes to letting Cisco realize his true potential. Gypsy's arrival on Earth 1 forces Cisco to step up.
According to Helbing, Cisco realizing his full potential comes handy when it comes to saving Iris from Savitar in "The Flash" Season 3. With the help of Gypsy, Cisco realizes the extent of his powers. He becomes faster and quicker when it comes to opening breaches.
"He never realized the extent of his powers, and because of seeing Gypsy, he's going to become more and more in tune with his powers and what he can do. He's going to be building confidence, and that'll definitely play into the rest of the season of helping Barry and the team stop Savitar from killing Iris," Helbing told Entertainment Weekly.
Helbing did not emphasize how Gypsy can actually help Cisco tap into his Vibe skills in "The Flash" Season 3. However, both characters in the DC comics possess similar powers. Perhaps Gypsy can help Cisco learn how to camouflage with his surroundings and use illusion to trick people.
Regardless, according to Movie Pilot, Gypsy's arrival will greatly help with Cisco's evolution as Vibe. She can help Cisco become more aggressive with the use of his powers. In turn, he becomes a great help to Barry when it comes to saving Iris from Savitar in "The Flash" Season 3.
Meanwhile, Cisco first meets Gypsy in "The Flash" Season 3 episode 11, "Dead or Alive." The trailer shows him challenge her to a duel in exchange for H.R. Wells' freedom.
